Meet Our Owner RISING BEHAVIORAL HELP CENTER is owned by Hilda Epelle, an APRN and board-certified Psychiatric Mental-Health Nurse Practitioner (PMHNP-BC). Our Vision At RISING BEHAVIORAL HELP CENTER (RBHC) , our vision is to become the premier provider of behavioral health services in the communities we serve. She specializes in providing medication evaluations and management across the lifespan of each of her clients.
